1. Fink: A career civil servant a germanist and pendant. He is given to florid expression and, one suspects, relatively incompetent at his job. In another life we might have found him as a diplomat in some backwater of the British Empire.

2. Block: ex- army, has been brought in to give the institution a backbone. Has little time for time wasters and scroungers (which is probably how he views most of the public he comes into contact with), he does not have a diplomatic bone in his body.
